I'm Necromantic Soundwave. Call me Wave, call me Necro, call me Dylan if it suits your fancy, but it's not important what you call me. Obviously, I'm new here, but I'd like to get in on some of that juicy One Piece role play that I haven't been able to quite grasp since my early days on Gaia.
It's certainly daunting, but I'm sure I can get into it soon. I'm hyped.

I don't have too many questions. Reading the database at the moment, though from Fell's thread, it looks like it's not completely up to date. Most of my questions are answered just by looking around. Is there a general consensus on how "powerful" new characters should be?

The powerlevel of characters usually depends on the RP and thread you want to join. Since it's the One Piece RP you want to get into I believe, the range of powerlevels is very broad.
For the most part, the general rule you want to keep in mind is, that over the course of the story you want your character to grow and develop. You can create a super powerful RP god if you like, but characters like that can be hard or boring to play, as there's no challenge in it and no room to grow. As you can ask some of the other members here, ironically enough it's the weaker characters that are the most fun to play as there's quite an interesting challenge to overcome the obstacles of the One Piece world, and plenty of room for characters to grow.
That said, currently in the overall story, the average powerlevel of characters and NPCs is probably that of around the Water 7 storyline in the canon One Piece story. There are some heavy outliers both above and below that average, but if you shoot for that, you'd not be in a bad spot with a character. There's no actual hard limit to how powerful characters can be, even new ones, it's just not a bad idea to keep things reasonable and in tune with the story, for plot purposes and for fun.

Ask around if people are interested, preferably at the RP discussion thread, and if you get enough people for a crew then make some character profiles and create a thread.

Well quite simply, you would probably make a thread expressing your interest to start a new crew. Then, people could post in it with their interest to join, and after sorting a few things out, you could start making threads and such, however you please since it would be your crew.
Technically you could just do one on your own, but that would be little more than a written story or a fan fic. For it to constitute as an RP and a traditional role of crew in the story, you usually need at least two people, so that you can have a back and forth posting going on between one another and create a story together.
The more members the better, for a crew, but 2 is usually the minimum limit. Where you get players from, either current members, or recruiting new ones, is up to you. As your own crew though, you have free reign to do what you like in the story and go off and play how you want through whatever story you like. Though we've created something of our own version of the canon One Piece setting over the years, it's not prohibitive to new crews or players, and there really isn't much stopping anyone from going off and just creating their own brand new side of the setting/story.
Like, if you wanted you could play through the places we've made and created in the RP, there's a thread I think with many of those places. But you don't have to, and can make up your own places, stories, characters, and whatever else you like, in order to suit your character or crew.
