Also robot as a race if anyone felt inclined. Also I would imagine there would be limits on certain starting items, like no one could start with advanced power armor or a Fat Man?
Lastly, though just a suggestion, I would say give people the option to start with a perk if they also choose to take a character flaw, which can be determined as worthy of a reward perk or not. The more severe the flaw, the more perks can be chosen (up to 2) or just a better single perk.

What level of character flaw would suffice a perk?
Also, you're right about the armor. I'll edit that in. Maybe any armor with a Damage Resistance of 35 or higher cannot be used as starter armor? For weapons, perhaps you can't choose any weapon with damage per shot over 20 as a starter weapon? What do you think about that?

That sounds reasonable. We don't want people starting out god-powerful.
As for flaw, I suppose that would be up to you. For example, I have in mind playing a character heavily addicted to a substance. As such much motivation and concentration is focused around the substance, and without it all tasks are harder and overall it's difficult to act what with withdrawal symptoms. Overall, unless able to obtain the substance, heavily debilitated.
Would you reckon that warrants a perk?
I imagine it could really be up to the players, and you get the final say on whether it's worth a perk. Things like missing a limb, blind, allergic to something, weak pain threshold, radiation intolerant, etc... it's just my idea on how to incorporate perks. Perhaps even allow the spending of SPECIAL points on perks (1 per 1) instead of on stats if someone wishes? Again these are just ideas.

Once I saw that a character could have allergies, I was so happy. I'm definitely playing a character with allergies... allergies to radiation. Or dirt. Or metal. Or air.
Excellent work on the character template, Hito. It looks very solid. It seems like this thing's going to be successful.

Can I participate?
I have an idea for a human character that operates an underground criminal organization comprised of mostly ghouls. But see, my character is in the beginning stages of radiation poisoning and is slowly becoming insane.
And no, he would not be too powerful at all. Dangerous? Perhaps, but that would only be because of his unpredictability.

Sure I think this is open for everyone. Being that this is our first non-OP RP on the site, it'll be a first time for everyone.
As for your character, I think the general idea is that as long as it could jive within the Fallout 3 setting then it's good to go. Which yours doesn't sound unreasonable, so I'd say a-ok, we'll just have to wait till Hito gets the approval up.
